Plumbers in Bedminster, Southville and Windmill Hill
Terraced streets built around the tobacco and coal trades, running from the New Cut up to Windmill Hill and Victoria Park.
IN SHORT
From North Street to Windmill Hill, BS3 will be covered from day one. When the app is live, your job will be sent to checked plumbers nearby whose free window and travel radius take in your street. It's made for the small jobs that get put off, like a slow toilet in a Southville terrace where parking takes longer than the fix. It's coming soon, and not taking bookings yet.
Homes here and the jobs they need
BS3 is a postcode of terraced streets. In Census 2021, terraced houses were the most common home in all three local wards: 55% of households in Windmill Hill, 47% in Bedminster and 42% in Southville. Purpose-built flats come next in Southville and Bedminster. Owners are the largest group in all three wards, but in Southville 35% of households rent privately, well above the 26% for Bristol as a whole. Ward lines don't match the postcode exactly.
The oldest streets are in the Bedminster Conservation Area, first designated in 1988. The council's appraisal, revised in 2014, describes Georgian and early Victorian terraces and villas on York Road, Coronation Road and Acramans Road, Victorian terraces and courts on Stackpool Road and North Street, and industrial buildings such as the Wills Tobacco Factory, in red brick and Pennant sandstone. Wartime bombing and 1960s rebuilding left tower blocks among them. Southville and Windmill Hill have no conservation area of their own. Wikipedia, which we haven't checked against council records, says Southville was mostly built in the late 1800s and early 1900s for tobacco and coal workers, and that Windmill Hill is mainly Victorian terraces with two tower blocks.
For a plumber, that mix means the street says more than the postcode. A Georgian townhouse on York Road, a worker's terrace off North Street and a flat in a post-war block tend to hide their pipes in quite different places. And where so many people rent, as in Southville, a small fault may need a landlord's go-ahead before anyone calls a plumber. A photo of the problem and the space around it tells a plumber which of those they're walking into.
Getting a plumber to your door
On terraced streets lined with cars, parking can tip a short job either way. A van circling North Street's side roads for a space is time the plumber can't charge for, and that hidden cost is why small plumbing jobs are hard to get done.
Three council residents' parking schemes cover parts of BS3: Southville, Bedminster East and, out west, Bower Ashton. Southville runs Monday to Saturday, 9am to 5pm, and Bedminster East Monday to Friday, 9am to 5pm. The council shows the Bedminster East boundary only on a map, so if you're in Windmill Hill or near Victoria Park, check it before telling a plumber where to park. We found no source on how steep Windmill Hill's streets are, so mention any slope or steps when you post a job after launch.
The two schemes differ in what you can hand a plumber. Each Southville household gets 60 free visitor permits a year and can buy 60 more; Bedminster East gets 50 and 50, and paid ones cost £2.00 in both. Each one covers a single day. Plumbers who work these streets often can buy their own council trader permit instead, at £284 a year or £92 for a batch of 25 days, valid in both schemes. Because Bedminster East doesn't run on Saturdays, a weekend visit there needs neither.
BS3's northern edge meets Bristol's Clean Air Zone. Its boundary is reported to follow Coronation Road and York Road out to the Ashton Gate underpass. A diesel van below the Euro 6 standard, roughly anything older than late 2015, pays £9 for each day it's driven in the zone, though a parked van isn't charged. Most of BS3 is outside it, so a plumber working around North Street or East Street can usually avoid it; one who uses the riverside roads or heads into the centre is likely to pay. A 2019 plan that would have covered Southville and Bedminster wasn't adopted. Check your street on the council's map.
How Fill My Day will work in Bedminster
After launch, a plumber who finishes early in BS3 will set when they're free until, where they're starting and how far they'll go, and nearby jobs that fit will be sent to them. Our page on same-day plumbing in Bristol explains the rest.
EXAMPLE
Lunchtime on Cannon Street, and a radiator swap is done an hour early. The plumber opens a window until 4pm, two miles from Bedminster. On Stackpool Road, a tenant's toilet has been slow to clear all week; they've added a photo and offered a visitor permit. It's within reach, so the job lands on the plumber's phone and they send a price.
Nearby areas
- Clifton and Hotwells (BS8): across the harbour and the New Cut from Southville and Bedminster.
- Brislington, Knowle and Totterdown (BS4): Knowle and Brislington West wards border Windmill Hill, and Totterdown spans both postcodes.
What it costs
The only Bristol call-out figure we found is in MyJobQuote's emergency guide (October 2026): £75 to £95, without saying whether it applies to standard visits. Our page on plumber call-out charges explains when you'll pay one. For unblocking a toilet, Checkatrade gives £75 to £150 (May 2026), parts extra, and MyJobQuote (September 2026) notes that blockages on the water company's own network are cleared free; for most Bristol Water customers, sewerage is run by Wessex Water.

GOOD TO KNOW
Questions,
answered straight.
Does a plumber need a permit to park in Southville?
Between 9am and 5pm, Monday to Saturday, yes, unless they hold a council trader permit. You can activate one of your visitor permits for them instead: Southville households get 60 free a year.
Is Windmill Hill in the Bedminster East parking scheme?
We couldn't confirm it. The council shows the Bedminster East boundary only on a map, so check that map, or the signs on your street, before telling a plumber where to park.
Is Bedminster in the Clean Air Zone?
Most of BS3 is outside it, but the zone's southern edge is reported to run along Coronation Road and York Road. An older diesel van driven on those roads is likely to pay £9 for the day, so check the council's map.
